blender.app --version should focus on Linux first, then move to Windows. In order to run in windows, python should be compiled with MinGW/MSYS. Only then, there should be support for windows. For now, it seems to use pthreads, which is fine for windows. WRT to CPU limitation, it should be possible to pick the right API. The Blender users are willing to accept an experimental core, as long as it makes Blender work properly.

Thank you for your comments. The general consensus here at Blender has always been to make the version numbers be consecutive to the numbered version. This is the only way people will know they are not getting the latest software. Blender is already 6.7 years old and I figure the best way to keep people up to date and to prevent them from being confused is to have a version number change within one major version. Therefore, I am of the opinion that we should have 3.2.0 for the LTS and 3.2.1 for the subsequent development version. If the transition to 3.2.1 is done right then it would retain the benefits of smaller incremental changes over the LTS and be able to implement larger changes in the future.

I think a backwards compatible change is possible, but not all features should work in previous versions. However, if the features of 3.2.1 are useful to Blender users then it makes sense to make them backwards compatible.
We are always working on performance improvements. We do not want to release software that will not run well. In addition, we understand that many people use the software for jobs that are not typical Blender jobs. We would like to work on improving accessibility for these users.
In my experience I’ve mostly encountered bugs that have been already identified in previous releases. Like before, when Blender is really ‘in version 3.2.x’ it is not stable. In 2.79.9 there were many quirks and things that were not working as expected. 2.79.9 was perfectly stable for me, but the day it was released it became buggy. It was buggy even with the stable release of 2.79.10 and the sub versions of 2.80.
